I have tentatively concluded that this social security reform is a solution (tax cut) in search of a problem. With overtones of what you said.

In addition to overtones of what he said ("REPUBLICANS want to privatize and make more voters conservative, the Democrats want to keep them on the dole.") The problems that allowing some money to go to individual accounts deals with are

1 - Raising the possible return for people who are still decades away from retirement without busting the system.

2 - Removing future liability from the system. Or if you prefer explicitly recognizing some of the liability and considering it debt rather then not having it appear on government accounts at all.

I think it might be useful but it doesn't solve all the problems of the system. Probably doesn't even come close.
