I think it might be useful but it doesn't solve all the problems of the system. Probably doesn't even come close.

It's a dramatic and complex change. Very resource intense and disruptive. IMO, we shouldn't do anything more than tinker with SS unless there is an excellent likelihood that it will result in a big improvement if not a complete fix. There are too many bigger problems out there that warrant our attention to waste efforts on anything with less return on investment.
