Very interesting reading, Ron. I was surprised when Norway went along with the first global effort to get oil prices higher, not because I knew their industrial sector was as significant to their economy as their oil exports are, but because their culture tends toward frugality. I figured they could more easily get along with lower oil prices even though they like their expensive welfare state.

I am also surprised that the Gulf states are so difficult for Saudi Arabia to get into line. Simple incompetence among some, perhaps, and military aggression with others? To my way of thinking, now is the time to get oil prices up and get all economies straightened out to prepare for the possible future glut as the Central Asian and Western African regions are developed. Continued development of technologies could further increase oil supplies.

I also don't completely understand why it is impossible to monitor oil shipments. Typically, oil is either shipped by pipeline or by tanker. You know pipe diameters and with some cooperation, you can determine flow velocity. Tankers can be photographed by satellite. When countries are faced with "economic catastrophe", it seems that there would be some motivation to work toward a solution, even if it requires diplomacy among exporting countries.
