It appears that the real target was an airfield. But bombs sometimes miss their targets. I think this happened largely because of the fact that the planes where flying to high for this type of mission (attacking an airfield near residential areas with cluster bombs) to reduce the risk to the pilots. Its hard to argue that NATO should have put its pilots in more danger but some of these type of attacks probably should have been done at low level or not at all.
