That it does. However, I agree with Arthur Levitt that this practice is wrong and must be stopped. I'd go one better than Mr Levitt myself as I believe non-public pre-announcements are a form of insider trading and a few big name examples need to be made to really stop it. Ya gotta give Intel lawyers credit for minimizing the damage of the FTC actions as compared to the hubris demonstrated by MSFT. It'll be interesting to see how long Intel can dodge the EEOC bullet: faceintel.com
