Policy?, what policies? do ANALysts have to follow any policies or can they put a $1000 price target on any co. they want at any time? sure seems so.

Analysts don't get sued (hell, they usually don't even get ridiculed). Deep-pocket companies get sued by class action contingency-paid shysters at the drop of a hat.
