That's a load of bull. When Powell was Secretary of State, e-mail security rules were still in its infancy. I don't know about Rice.

By the time Hillary became Secretary of State, e-mail retention and security rules were well-established and something that any IT expert should and would have brought to her attention.
I get the distinct feeling that you are searching desperately for reasons to vote for trump.
Trump has nothing to do with Hillary's blatant disregard for the rules.

Ask yourself why the race is closer than it should be. Hillary is that bad.
