You make a good point about the overhead but the savings could be tremendous. An open ended commitment to cover the bulk of the medical costs for the entire population past a certain age when many people might still have decades to live just isn't feasable unless you like the idea of becoming a socialist state.

if Medicare payments to better-off seniors are reduced, the seniors won't end up paying the difference. Their health insurance will, which still burdens the health care system

Their insurance will charge them more.
