India said Wednesday it was ready to discuss a "no first use"
agreement on nuclear weapons with archfoe Pakistan and other
countries, bilaterally or collectively. Prime Minister Atal Behari
Vajpayee told parliament that New Delhi also wanted negotiations for
a Nuclear Weapons Convention along the lines of multilateral pacts to
ban chemical and biological arms. In a statement on nuclear policy
presented to parliament after Vajpayee's speech, the government said
it would remain engaged in substantive dialogue with India's
neighbors to improve relations, and held out an olive branch to
Pakistan.See
