The moderator's problem with the last banned person was the lack of related on topic posts. Off topic was all he (or she?) posted about. Nobody asked them to be an expert. Basically that member was a troll IMO.

As long as the discussion is relevant to the subject of nationalizing healthcare or insurance it can be reasonably deemed relevant. If you recruit an expert to explain the concepts to us, that is probably ok as well.
