I am not aware of a NASDAQ circuit breaker. Here is the LU announcement, that looks pretty company specific to me:

I think this is one of those times where we are having a sharp tech stock correction that was overdue, and will be blamed on any number of
factors, none of which are really critical fundamental factors. Prices just got too high and any reason will do for a correction that was going to happen anyway.

If I am correct in my view, many tech stock prices will recover some or all of their losses after this decline is over.
