Criminals and the pharmaceutical companies don't want legalization of street drugs as it would put them both out of business. Plus your ultra religious leadership would be in a moral conundrum about how their Christ Club followers would view legalization of drugs and red light zones. A revolution is the only thing that could save North America now but that won't happen either because we're in love with the status quo. What will happen is a slow decay until the Chinese take us over.
