Okay, sticking with USA government-sponsored eugenics, it's true that the fondness for the government programme has reduced since the heyday, before the money supply started to come under pressure and crime rates were going through the roof and free-loading was getting out of control. But those statistics are only showing some trends, not the absolute numbers which are still very large: hispanictrending.net

The current USA programme is about as large as the Made in China version [but with opposite effects].

The USA version reduces the average intelligence. The China version increases it.

But that ignores the question of whether it's better to have more total brain mass, or less total brain mass but higher average intelligence. With more total brain mass, even if the average is lower, the total of the high quality brains is likely higher, making the process worthwhile. Like finding a tiny amount of gold in another million tons of rock.
