That business about wage and price indexing turned out to be about figuring the initial amount of the payout, not the cola, so it wouldn't affect people already receiving payments.

The initial amount is based on a formula times earnings during the last years. Indexing is on the cola. I expect what they will do is "two-tier" it. Those now on stay on the present index; those coming on go on the lower index.
