Iraq was ruled brutally by a murderous dictatorship that controlled the means to make a suicide belt, and would retaliate against the extended family of any one who acted the slightest bit out of line. There is no surprise that there were no known instances of suicide bombings in Iraq under Saddam's rule. This is why suicide bombing is most effective against democracies, because they care about the dead civilians, and because they will react with some restraint. Saddam would have figured where the bomber came from, and wiped out his clan. Not worth the price.
