I am given to understand that there are actually several effective black quarterbacks in the NFL, despite Rush Limbaugh's opining that this was not possible.

I am not aware of any such statement made by Rush.

He did say that Donovan McNabb was overated, just before Donovan went on to have a great season, and then this year an even better one, but if you judge only by McNabb's perfomance before the comment the coment was not entirely unreasonable, certainly not a racist comment.

He also said that one of the reasons that McNabb was overated was because people wanted to see a sucessfull black QB.

The exact quote was

"I think the sum total of what you're all saying is that Donovan McNabb is regressing, he's going backwards. And...I'm sorry to say this, I don't think he's been that good from the get-go.

I think what we've had here is a little social concern in the NFL. I think the media has been very desirous that a black quarterback do well. They're interested in black coaches and black quarterbacks doing well; I think there is a little hope invested in McNabb, and he got a lot of credit for the performance of his team that he really didn't deserve. The defense carried this team..."

You could argue that such statements are similar to statements that racist might make. They might also be called "insenstive", you might also add that they are incorrect, certainly at least at this point (of course Rush lacked the ability to see the future) but I'm not so sure they are racist.

He certainly did not say (at least in public) that it was impossible to have an effective black QB in the NFL.

While I don't think his comments were racist, I do think he shouldn't have brough race in to the issue of a QBs ability.

Edit - Here is an argument that Rush's statement about McNabb's abilities was correct. However it doesn't anticipate the fact that McNabb started to better later on. I'm not sure I agree with it 100% but it doesn't seem to be totally unreasonable. There is some discussion of the article and Rush if you scroll down the page after the article.
