It approves the importation of drugs from Canada provided the Secretary of Health and Human Services certifies they are safe. Anyone who would make that certification is nuts. Absent a huge and costly effort the task is impossible. We can be certain that the legislation does not provide the funding to do the work necessary to support the certification. Perhaps the President can provide the Secretary with a "Get Out of Jail Free Card" to go along with the job. :-) ij A Happy Thanksgiving to ALL!
