I don't know the first two. Worshipping at the Dome of the Rock is obviously not idolatry, it is worshipping Mohammed, at the site where he went to heaven. That's quite different from worshipping a symbol of persecution (the Wailing Wall).

Both Jews at the Wailing Wall and Muslims at the Dome of the Rock worship and address their prayers to God - neither worship Mohammed.

IMO a primary reason for Zionism coming into existence was anti-Jewish prejudice leading to persecution. Herzl, an important figure, was an assimilationist before becoming a Zionist - at one point even proposing that Jews convert to Christianity en masse. It was the outbreak of anti-Jewish prejudice in countries where Jews were thoroughly assimilated that changed his mind.
