I'll qualify this by saying that I'm not a lawyer that my response is my personal opinion and not binding upon SI.
My interpretation of that provision is that by posting URLs or content from a personal (or commercial site), you are granting SI, et al, to the extent that you are legally able to do so, a perpetual right to display, print or use that content without charge. It would apply only to what is actually posted here, and not other information from that site not otherwise posted here.
For example, if you posted a URL only, the assignment applies only to the display and use of the URL, not the content "behind" it, unless the content itself is also posted here.
It's a common concept and provision that you can't post something to a site and then later turn around and try and collect a fee from the site (or its assigns) for displaying it.
