Since the tax cuts, the top 1% increased the percentage of taxes they pay from 31% to 36%... 1% of the taxpayers pay 36% of the taxes. Under Bush, the top 1% pay a greater percentage in taxes than before.

You are confused.

Bush wants the super rich to pay few taxes. Proof is threefold.

Bush's tax cuts so far are gamed toward the very rich in a big fat way

Bush has had the IRS fire half of its specialist investigators who go after rich tax cheats.

Bush wants the estate tax cuts which benefit mainly the super rich. They would cost our government and save the Sam Salton family, for instance, 30 billion, enough to pay for three months of quagmire in Iraq so the rest of us don't have to pay for that huge waste of money. The Walton family will still have 80 billion leftover, more money than any human can spend in a hundred lifetimes.

So when Bush talks about tax cuts remember who he's really pimping for. His own family too. They are very rich. Old money and new Saudi/Chevron/Exxon/Carlyle money.
