You illiterates, yuppies, and lefties with a bone to pick would not know or acknowledge that in 1977 Jimmy Carter reinforced this 1955 idea for "Contracting Out". The Carter administration supported an expansion in public law in 1978, which was fleshed out in OMB Circular A-76 in 1979. Civil Service has been subject to these new expanded rules since that time.
This is not news. It is only that Jimmy had a vision which, in his pollyanna myopia, failed to take into account the power of unions supported by trial lawyers to derail his sensible plan.
George Bush, who doesn't give a rat's arse about what you dems, lefties, unions, or trial lawyers think, is trying to get more bang for the buck from the Fed govt. You taxpayers got a problem with that???....jj
