It appears that there is a sibling rivalry between India and Pakistan. Whatever India does, Pakistan has to match at least partially in order to mollify the pakis, esp when it comes to nuclear field. IF the Pakistan Govt. has not tested the atomic device, they will have to face an internal violence. The national pride had to be expressed in the form of nuclear testing in order to show the world that the pakis are not any lesser than their bigger sibling, arch-rival and enemy, namely India. Pakistan's nuclear testing has not substantially increased its defensive and offensive capability and Pakistan is no match to its bigger neighbor, if you don't have China in the equation. The testing has definitely enhanced the inner feeling of accomplishment in the collective minds of all people inside and outside of the Govt and military.
