Less than half the countries exempt tourists from VATs. And is a very simple deal. Genuine tourists would file for reimbursement while the illegals would be afraid of deportation. Much the same as when they pay Social Security and other taxes right now. We steal that money.

Everybody pays toad. We'll even toss in socialized dentistry too but ya gotta pay extra for nitrous because so much of it goes missing.
