OpenAI does prioritize paying users over free-tier. But they don't prioritize Pro users over regular paid service. The difference between the two is in the amount of services you get and how much CPU time you can if and only if you issue a complex query.

But even with the free tier, I've never had to wait for 10 minutes. There is status page that tells you what services are down. You may want to check that.

BTW, I've been having big delay issues with SI.
