Maybe one question is, what do the people who live there think is the right way to handle the bad guys?

People living where? Terrorist cells exist world wide. Are you proposing that local norms be used to establish guidelines, when we live in a global environment?

Assuming that some of them think they are bad guys, what expectations do they have about the administration of justice?

You propose that we let the peers establish the guidelines?

There might be something to this, if we could ascertain who their peers are. I assert their peers include the global environment, including western individuals willing to live in peace. If their peers are merely other terrorists, well then the verdict is obvious.

Well, I think you and I are struggling with different parts of the proplem

Granted, I'm presuming some measure of success in identifying and capturing the (potential) source of terrorist acts. Then asking what do we do with these people that protects their rights to believe as they wish, yet prevent those beliefs from destroying the lives of others.
