The right to life doesn't even obligate a citizen to rescue a person at risk of dying. If you see a child drowning in a pool, you are not obligated by law to do anything. You're a real jerk if you don't, but the law doesn't not require that contribution from you. So if a drowning child doesn't have the right to be fished out by a fellow citizen, he doesn't have the right to have his doctor's bill for a sprained ankle or an earache contributed by his fellow citizens.
