Well if he has nukes I'd say what's he waiting for? Bin Laden didn't claim to have nukes until he realized he was at death door.
If you were Bin laden and you had nukes and you knew death was just around the corner, would you use them or
would you announce to the world that you have them? I think he would use them with no announcement.
If you were Bin Laden and had no nukes, obviously you can't use them, but you may what your enemies to think you could. I think he's bluffing but I would hate to be wrong.
