Barnes is saying that Bush concentrated on Freedom and Liberty. He used those terms over 30 times. Perhaps he was talking about the term rather than the idea. Bush only mentioned "democracy" twice. That hardly seems like "eschewing," though, particularly given the dearth of options for achieving freedom and liberty other than democracy.
