Thinking that the US should have a preeminent position in the world is not the same as the Neocons plotting to control the world themselves.

Unless, of course, they also plot to insure they stay in power via quid-pro-quo court decisions, graft, recalls, and rigged voting machines. Then a preeminent position for the U.S. is the same as a preeminent power position for them personally.
