Doug: I was looking for this. Finally found it.

Judy Woodruff was talking with CNN's bureau chief in Beijing. She implied that China needed to institute democracy. The bureau chief in Beijing piped-up and said, "Well, China already has a democracy at the township level. Leaders there are elected, not appointed by Beijing."

Judy Woodruff didn't follow up on the remark. She quickly changed the subject.

We should keep up the pressure on Beijing to do the right thing; however, all the negativity is frustrating the heck out of them.

One day someone, or group, in the PRC is going stand up, pointing a finger and saying, "That's enough! It wasn't us. It was them. They're the ones that did it."

Happened in Chile.

I have another report that leaves me w/ the impression the U.S. military-industrial types have cut the PLA a piece of the "arms proliferation pie." Have to do some more work before I can say that I believe it.
