I think you are quite mistaken. Red lining still goes on- although it has to be under the table, because discrimination is so verboten. Take the lid off, and it's coming back. Businesses near Oakland would LOVE to refuse blacks service. Do they have a reason for that? Sure- there are some irresponsible folks from Oakland who give the rest of its citizens a bad name- but do people believe the name, and do they generalize? You bet. Would they like to refuse service? I'm sure a good percentage of stores would- and there is strength in numbers. If they got a critical mass together, I'm sure they could salve their consciences about the whole thing. They'd have other folks to talk to, who would reinforce their views.
