NO. The question that was asked was intended to confuse those were not thoughtful: "the executive order that freed all slaves in the states that were in rebellion against the federal government." This isn't how you conduct polls that are intended to deliver unbiased results. This is intended to deliver a bias against the less thoughtful. I have never heard a phrase that was similar to this; however, to me and to you it may be easily recognizable. To many people it would not have been. Misleading question that is more egregious than most.
