Iraqi exiles back democratic rule

MADRID - Iraq needs to be rebuilt as a pluralist federal democracy, respecting its diverse political and religious groups and opening the door to exiles, Iraqi opposition groups said in a declaration in Madrid yesterday. More than 100 exiled Iraqis from across the political spectrum issued the statement at the end of a three-day conference on their homeland's political future. Groups taking part included the pro-US Iraqi National Congress; the Iran-based Supreme Council for the Islamic Revolution in Iraq, one of the country's main Shi'ite groups; the radical Shi'ite party al-Dawa; the Iraqi Communist Party; and several Kurdish parties. Despite their diversity, they agreed that the rights of women and ethnic minorities should be respected and that any transition government set up under US auspices should include Iraqis, with the aim of creating a federal government.
