OK, a filing could have been made before the reporter began working on the story. But even if he hangs around the court house waiting for filings to be made, it isn't likely the complaint would have been filed in Charleston. It would be filed in Atlanta, where the SEC staff is. I still say the reporter had the story fed to him.

While the parties and their lawyers were already familiar with the preliminary negotiations, they still didn't know what was in the filing while the reporter apparently did.

The original reasons for halting trading last year included the issue of whether the technology was any good. And as to the issue of whether or not the design is mobile, the obsolete Model 200 was probably described that way, but much progress has been made since then. Holding a development company to obsolete design claims is weak.

Long delays were experienced while critical peripheral parts were designed or replaced. The shut down of the plant by DHEC lengthened the delays. DHEC shut the plant down because they held GRNO to the Subpart NNN of NSPS even though they knew the court order required the calculations to be made using the wrong molecular weight. These developments were unexpected by GRNO and so were not factored into the public releases. Maybe customers lost interest as the delays continued and they were presented with other opportunities.
