(edit) About cloning, check the header menu for software, but if your drive isn't healthy be sure to run Acronis if you can. There's a free version for Seagate drives and a free version for Western Digital drives. What is special about Acronis is that it will allow you to ignore errors. Other cloning software like Macrium can't do that and will fail if a drive has problems.

If you tried a Windows reinstall and things are still acting funny, run CrystalDiskInfo to see if your drive is healthy.
