Why would Matsushita need to spend anything buying IS95 ipr from IDCC when they already license it from QCOM?

It doesn't say they need to pay, just that the agreement covers those standards. I think it's safe to say if they use IDC patents in IS-95, then they pay.

Also notice it doesn't say they pay the same royalty for every standard.
