The statement said, "Iraq has been the victim of a big-lie campaign dating all the way back to the Persian Gulf War."

This statement is dating itself back to the Persian Gulf War. This does not include the war itself and the freeing of Kuwait. The "big-lie" campaign meant the propaganda distributed by the Clinton Adminstration.
