When Go2Net purchases a company for shares of its stock and money...how do those shares affect the number of shares outstanding?

There will be more shares outstanding, that is for sure. Go2net recently bought www.iqc.com for $20M worth of GNET stock and cash.
It could be $16M stock plus $4M cash, or any combination. So in this case, $16M worth stocks will be issued.

they immediately part of the float, restricted or what?

Some of them will be float, some will not.
