Talks on Afghan future deadlocked

KOENIGSWINTER, Germany, Nov. 30 — Talks on a future government for Afghanistan were stalled Friday after the Northern Alliance refused to present names for an interim administration to run the country until a national council meets next spring, delegates and diplomats said. The dispute underscored the deep-rooted animosity between Afghanistan’s dizzying array of ethnic and tribal groups.
