Meanwhile insurance companies will have settled on a selection of baseline policies which will include the key protections that any state or federal regulation would necessarily have. Then the individual picks from the baseline policy offerings, the insurance company tacks on the state-determined exceptions, and you're good to go.

You do realize how hard that is wrt legislation. You want federal regulation on a baseline policy, and then state legislation, which will be sold across state lines. You think the current stuff is confusing to the average citizen?
