WASHINGTON -- Fueled by resentment over the opposition of "Old Europe" to the war in Iraq, the Pentagon is accelerating plans to move tens of thousands of U.S. troops out of Germany and to establish new bases in the former East Bloc countries of Hungary, Poland, Romania and Bulgaria.

I suspect these are more messages designed to influence the future behaviour of Germany and Russia than anything else. Russians dont want bases on the border(EE) and i suspect Germany takes a financial hit here as well as a national interest one as well if their special relationship with the US ends and is replaced by an old fashioned balance of power relationsip with both france and russia. And of course let us not forget that despite the rhetoric, French and Russian policy is always designed to contain Germany and the non-schroeder loving germans know that. US policy has always been to grow a democratic germany.
Since WW2, we were always at odds with both the soviets(now the russians) and the French. Those folks hold grudges way longer than we do and although they tell the germans they love them, in reality whether consciously or subconsciously they are trying to neutralize them. mike
