Windows 10 does not come with a built-in video player.

I use MPC-HC, or Media Player Classic. It's a small program that doesn't consume excessive computer resources. They claim it runs OK on minimal hardware. It's a 13 megabyte download. MPC-HC can play .VOB files easily.

.VOB or Video Object files are container files often found on DVDs. This is a handy format to use if one plans on creating a DVD but can be tricky to play on a computer. In most cases, these files are stored in groups, with the numbering system indicating the play order. The VTS_02_1.VOB file you mentioned was probably the second file on a DVD. (The first .VOB file was probably an On-Screen Menu.)
