Probably? Why? Some deep analysis there. I could have probably whipped up a better leftists ideological answer than that on the fly.

Many advocates of individual accounts would have something like a floor benefit level to protect people and private accounts on top of that, but that floor can be pretty low.

Yes it can. It's already very low. The reason many people want to change the model is to create wealthier people, give them more autonomy and control over the money they've put in, and acheive far greater success. What this supposed expert appears to be saying is "I don't like the government losing control of the system and empowering people, because we can't trust them". Typical liberal elitist thinking.
