I think it's a mistake.

It's probably because the Iraqis don't want the Kurds getting any more arms than THEY want to give them.

I don't think the Iraqis even ARE our allies. They're completely aligned with Iran, not us.

Once we get ISIS out of Mosul we should start looking more towards the Kurds and just screw those fanatical Shiites in Iraq.
