When you buy insurance you buy a national policy with state exceptions. At least 90% of the policy could be national. You may have none, just a few, or maybe as many as a dozen state exceptions. When you move to a different state, you keep your basic policy but you swap the set of exceptions. The key is that the critical mass of the policy is national and the state variations minimal. The state exceptions appear as variations on a common theme, not an entirely different theme for each state. The bias is towards commonality. Everything that can possibly be portable is portable. Everything that can be standardized and synthesized is standardized and synthesized. Think of it as the difference between the dog wagging the tail or the tail wagging the dog. Much cleaner this way.
