Reagan had much bigger scandals which cost the country dearly; the S+L Debacle (cost 300 billion, the biggie), the illegal Contra War (major cost, including in war on drugs also innocent lives, national reputation), doing business with Noriega, the BCCI Bank, Iran-Contra (sleazy arms deals to Iran for hostages), plus many cabinet members indicted on various corruption charges. GHW Bush lied to keep from being indicted on Iran-Contra, falsely claiming he was "out of the loop" when actually he was running the whole thing.

Clinton had almost no such scandals. His only memorable scandal was something which never should have been investigated in the first place, a private sex affair which cost the US nothing, except the 80 million wasted investigating Whitewater (the Clinton's entire lives were investigated as it turned out). They were cleared of all charges.
