I think it is possible to keep these two ideas in one's mind at the same time.

Here's a third idea worth keeping in mind: your military is NOT "given orders" out of the blue... The Pentagon has enough brainpower to make up its OWN agenda, priorities,... What the US Prez --the so-called Commander-in-Chief-- does is merely rubber-stamping the Pentagon "proposals" --and then, rationalizing them to US opinion....
