I asked a question the other day about foreign troops but didn't get an answer. I would think there would be lots of qualified non-Americans that would be attracted to the US military. As armies go, the US's is like the NBA.

Like an American Foreign Legion. After serving a four year tour of duty, they would be eligible for citizenship. Recruiting stations could be set up on the US - Mexican border.

The English have used Ghurkas for years. They even use them to guard Buckingham Palace during holiday times, so that British soldiers can go home for the holidays.

You could also call that outsourcing.
