I tend to go on fundamentals, and the P/E looks very attractive to me. Also, there was a lot of insider buying last spring (at much lower levels, of course) of ALR. After the euro is firmly in circulation, the stock may benefit vis-a-vis the dollar. And finally, it does seem to be a stock for troubled times. I have bought a modest position in it.
