I understand that the VSE refused the PP because of rumors and not fact. Does that mean they do not have to give reasons as to why they won't accept it and if their is insufficent cause to refuse can they be held responsible for the crash?? I heard a rumor that this was all cooked up between "Shorty" and the VSE does that mean shorty should be barred from trading just because of a rumor?

P.S. Just shooting off some steam at this point.
